You are the strategic advisor to Teyakan First Nation, guiding them through critical decisions about the Wawenash Community Expansion. Your mission is to maximize economic and fiscal benefits while minimizing delays, legal risks, and switching costs – all before time runs out.

Total time: 20 minutes (real-time) - game over.
Target: 10 minutes or less for a performance bonus (5% added to overall score).

If you run out of time on any one question, the game will automatically come to an end.
