Wawenash Community Expansion

The Teyakan First Nation is preparing to launch an ambitious land development project on an urban reserve. The Wawenash Community Expansion plan includes a mix of residential, commercial and public infrastructure development designed to support long-term community growth and economic opportunity. Over the next seven years, the Nation intends to fully build out the site with the following land uses:

• 30 acres for residential units, including single-family units and multi-family units.
• 30 acres for non-residential (commercial, light industrial, or mixed-use) development.
• 10 acres reserved for essential infrastructure, including water, wastewater, roadways, sidewalks, active transportation trails, stormwater retention ponds, energy, telecommunications, parks, etc.
• 5 acres is considered undevelopable due to environmental constraints, culturally sensitive areas, or geographic features.
• 25 acres set aside for future use.

With preliminary surveys complete and demand growing, it is expected this development could generate over $800 million in cumulative GDP over the next 25 years – an economic windfall that could transform the First Nation and surrounding communities. However, this projection assumes a perfect investment climate with clear legal and property rights framework; efficient regulatory systems; high-quality public services and infrastructure priced fairly; full community cooperation; strong leadership, governance and administrative capacity; and uninterrupted planning and construction. In reality, the path forward is far more complex. Players will step into the role of a strategic advisor navigating various interests and balancing community priorities, development ambitions, and environmental management.

Your mission is twofold: maximize the long-term benefits for the Teyakan First Nation while minimizing the economic and social "switching costs" – the friction and resistance (time and monetary cost) involved in implementing major changes.

You’ll have just 20 minutes of real-world time, representing 2 critical years in the life of the project, to negotiate, plan, and act before key decisions are locked in. Every choice you make will determine whether the Teyakan emerges successful or the project never becomes a reality.
